Eric Eastwood 13c6476d6e Always rollback transaction when retrying (#19372) ...

Previously, because `conn.rollback()` was inside the `if i < MAX_NUMBER_OF_RETRIES:` condition,
it never rolled back on the final retry.

There are other problems mentioned in

standalone change.
