fe3941f6e3 Stop sending events when creating or deleting aliases (#6904) 
Stop sending events when creating or deleting associations (room aliases). Send an updated canonical alias event if one of the alt_aliases is deleted.

3be2abd0a9 Kill off deprecated "config-on-the-fly" docker mode (#6918)
