It is causing a failure when building release debs for `debian:bullseye`
with the following error:
```
sqlite3.OperationalError: near "RETURNING": syntax error

Cleanup Python 3.8 leftovers ( #17967 )

Some small cleanups after Python3.8 became EOL.
- Move some type imports from `typing_extensions` to `typing`
- Remove the `abi3-py38` feature from pyo3

Reinstate them.

Change CacheMetrics to be quicker
...
We change it so that each cache has an individual CacheMetric, instead
of having one global CacheMetric. This means that when a cache tries to
increment a counter it does not need to go through so many indirections.
