* fix(backend): disableClustering設定時の初期化ロジックを調整

* onlyServer かつ enableCluster な場合、メインプロセスでlistenするとワーカープロセス側のlistenと衝突するため、メインプロセスはforkのみに制限する(listenしない)

* ログの追加

* fix CHANGELOG.md

* fix comment
